Časopis Urbanismus a územní rozvoj se zavazuje k naplňování zásad Etického kodexu Výboru pro publikační etiku (The Committee on Publication Ethics – Code of Conduct and Best Practice Guidelines for Journal Editors). Prohlášení k publikační etice zahrnuje povinnosti editora, redakční rady, recenzentů a autorů.
Vydavatel je odpovědný za obsah časopisu, kvalitu vědeckých článků a ochranu autorských práv dle platných a účinných právních předpisů, zejména zákona č. 121/2000 Sb., o právu autorském, o právech souvisejících s právem autorským a o změně některých zákonů (autorský zákon), a zákona č. 46/2000 Sb., o právech a povinnostech při vydávání periodického tisku a o změně některých dalších zákonů (tiskový zákon). Redakce zachovává objektivní přístup ke všem zaslaným příspěvkům, v recenzním řízení zachovává anonymitu recenzentů i autorů a dodržuje zásady ochrany osobních údajů.
Redakční rada usměrňuje celkové odborné zaměření časopisu, rozhoduje o přijetí/nepřijetí článků k publikování na základě recenzních posudků; podporuje názorovou pluralitu v okruhu témat svého odborného zaměření; garantuje dodržování pravidel publikační etiky a redakční práce (pokyny pro autory, prohlášení autora a pravidla recenzního řízení).
Recenzenti jsou povinni zachovávat objektivitu a nesmí zneužít informace získané z recenzovaného příspěvku pro osobní či jiné účely. V případě, kdy spolupracovali na projektu, který mají hodnotit, mohou recenzní posudek odmítnout zpracovat. Recenzenti jsou povinni hlásit redakci každý střet zájmů. Informace získané v rámci recenzního řízení jsou považovány za důvěrné a chráněné autorským právem. Při posuzování rukopisu nebude recenzent používat nástroje založené na umělé inteligenci a ani do nich vkládat rukopis nebo jeho části.
Autoři recenzovaných statí odpovídají za původnost díla. Je nepřijatelné nabídnout stejný článek více redakcím. Autoři jsou povinni zaslat spolu s originálem původního příspěvku i prohlášení autora, ve kterém potvrdí, že se jedná o původní rukopis, jinde dosud nepublikovaný. Autoři musejí dodržovat strukturu recenzovaných statí a citační principy (uvedení použitých zdrojů). Články nesmějí být generovány pomocí umělé inteligence. I při použití pomocných nástrojů umělé inteligence, např. pro jazykovou úpravu, nese veškerou odpovědnost za etickou a vědeckou správnost rukopisu výhradně autor. Využití umělé inteligence v textu je nutno uvést v použitých zdrojích (viz citační zásady). Text vygenerovaný AI se označí podobně jako doslovná citace (uvozovky, kurzíva, odkaz na zdroj).
The journal Urban Planning and Spatial Development is committed to adhering to the principles of the Code of Conduct and Best Practice Guidelines for Journal Editors issued by the Committee on Publication Ethics (COPE). The statement on publication ethics defines the responsibilities of the editor, editorial board, reviewers and authors.
Responsibilities of the Publisher and Editorial Office
The publisher is responsible for the content of the journal, the quality of scientific articles and the protection of copyright in accordance with applicable legal regulations. In particular, Act No. 121/2000 Coll., on Copyright, Rights Related to Copyright and Amendments to Certain Acts (the Copyright Act), and Act No. 46/2000 Coll., on Rights and Obligations in the Publication of Periodical Press and Amendments to Certain Other Acts (the Press Act). The editorial office maintains an objective approach to all submitted manuscripts, preserves the anonymity of both reviewers and authors during the peer-review process and complies with personal data protection principles.
The Editorial Board guides the overall professional focus of the journal, decides on the acceptance or rejection of articles for publication based on peer-review reports, supports diversity of opinions within the scope of its professional focus and ensures compliance with the rules of publication ethics and editorial practice (guidelines for authors, author declarations and peer-review procedures).
Reviewers are required to maintain objectivity and must not misuse information obtained from the reviewed manuscript for personal or any other purposes. In cases where they have participated in a project related to the manuscript under review, they may decline to prepare a review report. Reviewers are obliged to report any conflict of interest to the editorial office. Information obtained during the peer-review process is considered confidential and protected by copyright. When assessing a manuscript, reviewers shall not use artificial intelligence–based tools, nor upload the manuscript or any part of it into such tools.
Authors of peer-reviewed articles are responsible for the originality of their work. Submitting the same article to multiple editorial offices is unacceptable. Together with the original manuscript, authors are required to submit an author declaration confirming that the manuscript is original and has not been published elsewhere. Authors must comply with the required structure of peer-reviewed articles and adhere to citation principles, including proper acknowledgment of all sources used. Articles must not be generated using artificial intelligence. Even when auxiliary artificial intelligence tools are used, for example for language editing, the author bears full responsibility for the ethical and scientific integrity of the manuscript. The use of AI in the text must be indicated in the references used (see citation guidelines). Text generated by AI should be marked similarly to a direct quotation (quotation marks, italics, source reference).
