
Second full update of municipal documents of spatial analysis, by Hana Máchová, Vladimír Voldřich
The Czech Act on Physical Planning and the Building Code (183/2006 Building Act) has entrusted Regional Offi ces and Offices of municipalities with extended powers with the elaboration of documents of spatial analysis and their biannual update. The end of this year is the deadline for the elaboration of the second full update of the documents of spatial analysis for administration areas of municipalitites with extended powers. Regional Offices and the Ministry for Regional Development offer methodological assistance in order for the quality of the documents of spatial analysis to be improved with each update. For this reason, three rounds of methodological sessions on problems of the second full update for administration areas of municipalities with extended powers have been organized this year.

In connection with tasks emerging from the 2008 Policy of Spatial Development of the Czech Republic, the Ministry for Regional Development called for the elaboration of a Corridor study of the S5 high capacity road; R10/R35 section (Mnichovo Hradiště – Rádelský mlýn) to Úlibice. The study is based on Article 114 of the 2008 Policy of Spatial Development, inviting the elaboration of a spatial study which would take into account the requirements of sustainable spatial development, identify a high capacity road corridor with regard to the protected landscape area of Český ráj and a location for the Natura 2000 system, and set conditions for its territorial protection.

Exploration of historic settlements indicates how large housing zones were built between the two world wars of the 20th century. There are undoubtedly many studies about their value for the development of architecture, urban planning and new housing trends. Nevertheless, there was one more important question behind these developments: that of financing housing construction from mortgages and loans guaranteed by the state. It seems that legislation in this field, or rather its efficient use, was of significant, if not decisive, influence concerning the shape and design of buildings.
