    KOMPLIKACE PŘI FORMULOVÁNÍ LOKÁLNÍCH REAKCÍ NA KLIMATICKOU ZMĚNU

    Complications in formulating local reaction to climate change, by Slavomíra Ferenčuhová

    This article presents selected results of ongoing socio-scientific research aimed at local reactions to climate change in a Czech context. Statements are based on qualitative analysis of in-depth interviews with  specialists in climate change (creation or dissemination of knowledge and formulation of measures for adaptation and reactions) or environmental policy in general. The article outlines complications that, according to experts, may impede reflection on and formulation and implementation of measures in reaction to climate change, particularly at the level of cities and towns. Specific features of the situation in the Czech Republic are described in comparison with major barriers for climate change adaptation in locations mentioned by foreign literature. Also discussed is the suitability of the concept of the barrier; it is suggested the term complications be used to describe the process in which reactions to climate change originate, be it as adaptation to change or decrease in greenhouse gas production and energy/resource consumption.

    Sustainable housing in the context of the Geneva Charter, by Jakub Adamec, Svatava Janoušková & Tomáš Hák

    The 2030 Agenda, an ambitious UN plan for the accomplishment of objectives of sustainable development, was approved in 2015 stipulating new priorities for sustainable development in the next 15 years. The need for creation of sustainable housing is anchored in these plans, particularly in Objective 11. This article deals with the concept of sustainable housing and describes the development of the content of this concept and the relation between the Geneva UN Charter on sustainable housing and relevant strategic documents at national and international levels. Although the Geneva Charter is not binding in terms of legislation, it contains the most coherent definition of the concept of sustainable housing that has been available so far. Analysis of the relation between the Geneva Charter and current national/international strategic documents with aspects of sustainable housing enables us to reflect on the implementation of the Geneva Charter in the Czech Republic.

    The aim of this article is to provide an outline of the current state of things and options in elaboration of territorial plans of environmental stability within spatial plans. The opening part presents examples of a varied approach to territorial plans of environmental stability that have been elaborated despite insufficient knowledge of their key principles. Also, the relation between these territorial plans and forest industry plans is indicated, as are attitudes to the design of territorial plans of environmental stability in areas of forest cover. Part two provides basic information to designers and the awarding authorities in terms of a proper approach to plans of environmental stability so that they are in functional harmony with other territorial plans.

    This article is focused on the topic of change in the landscape. Generally, it is a notion that can be interpreted very broadly. It is therefore necessary to open a discussion on the importance, purpose and aim of the delimitation of areas for change in the landscape. This article, in which I present my opinions on landscape change, should stimulate a professional discussion over questions such as which types of change should be marked in spatial plans, whether change in the landscape is in the public interest, whether knowledge of who has initiated the change and how it is implemented is indispensable for the elaboration of a spatial plan, and who is responsible for the solution of ownership problems in the areas of change in the landscape.

    Transformation of urban structures in the cities of Leipzig and Graz, by Adéla Chroboczková

    The transformation of urban structures and relevant research in relation to sustainable development of cities is a fundamental issue in Czech spatial development. Structures that have undergone good transformation can be found in German-speaking countries. For the understanding of how to work with post-industrial zones and structures in cities such as Brno, it is advisable to follow the research of spatial transformation in comparable locations. This article describes two selected cities, Leipzig and Graz, the former being an example of a place able to cope with the phenomenon of urban shrinking and the latter as an example of a subsidy-drawing city. The aim of this article is to present various types of structures and transformation and evaluate their applicability for the city of Brno.
